History of ECOOM

  • From 2010 onwards, the R&D expenditures of the Flemish business enterprise sector are reported yearly instead of two-yearly (alternating sources are the R&D survey and the innovation survey (CIS)).
  • In 2009 the development of a bibliometric basic database for the Humanities and the Social Sciences is started --- the so-called “VABB” ---(Vlaams Academisch Bibliografisch Bestand).
  • In 2009 the “Steunpunt O&O Indicatoren” is transformed into ECOOM, the “Center for R&D Monitoring” to guarantee its continuity as a provider of R&D data and indicators to the Flemish Government on a permanent basis.
  • In 2007, the creation of a database concerning PhD’s (and their mobility) in Flanders becomes a new work package for the “Steunpunt O&O Indicatoren”.
  • In 2007 the “Steunpunt O&O Statistieken” is transformed into an interuniversitary consortium, now named “Steunpunt O&O Indicatoren”. All Flemish universities participate in this consortium.
  • In the period 2005 – 2008 several bibliometric and technometric parameters are introduced in the key distribution mechanisms of various research & innovation subsidies (BOF, IOF, Basisfinanciering) for the Flemish universities.
  • From 2008 onward, the data are extended to the whole Web-of-Science (SCIE, SSCI, AHCI), to the ISI-Proceedings and to the PCT patents. At that time a license is purchased on the Scopus database.
  • From 2003 onward, the Flemish Indicatorbook on Science, Technology and Innovation is published every two years following a standardized format, in which a set of data and indicators is included over a time window of 10 years and more, benchmarked with a group of reference countries. The book sofar has been edited in 2003, 2005, 2007 and 2009.
  • 2003: the “Steunpunt O&O Statistieken” starts to organize and process the R&D (OECD) and CIS( Eurostat) surveys for the Flemish region.
  • 2002: It is decided that the distribution of the BOF-subsidies will in part be based on count data of publications and citations SCIE (Science Citation Index Expanded) of the Flemish universities. The “Steunpunt O&O Statistieken” has meanwhile been created with the mission to collect and to report the bibliometric (SCIE) and technometric (USPTO & EPO) data for the Flemish region.
  • 2000: The Flemish Government decides to create a number of “Steunpunten Beleidsgericht Onderzoek”, of which the “Steunpunt O&O Statistieken” is one.
  • 2000: Discussions on the use of bibliometric data to support the distribution of the BOF-subsidies to fund fundamental research at the Flemish universities.
  • 1999: First edition of the Flemish Indicatorbook on Science, Technology and Innovation, under the supervision of an editorial board, chaired by Marc Luwel en Koenraad Debackere.
  • 1996: Marc Luwel and Koen Debackere conduct a first analysis of the technological position of Flanders, based on patents (USPTO & Espace).
  • 1988-1990: Koenraad Debackere uses the SCI to investigate the development of emerging technology domains, e.g. the studies on the emergence and the development of neural networks and electromagnetic propulsion at MIT.
  • 1989-1990: Marc Luwel introduces bibliometrics as an interesting tool to facilitate and support the monitoring and evaluation of academic research in Flanders. A collaboration with CWTS – Leiden University is set up. The Science Citation Index (SCI) becomes the main database to support thes endeavors.
